Joint Commission of Swiss Medical Schools (SMIFK-CIMS)


The Joint Commission of the Swiss Medical Schools (SMIFK-CIMS) is an organization responsible for coordinating dominantly undergraduate medical education in Switzerland, but also postgraduate MD- and PhD-studies in medicine. SMIFK-CIMS ensures that medical education across medical faculties and schools adheres to a uniform set of learning objectives and assessment of medical students in Switzerland. In this sense, SMIFK-CIMS facilitates cooperation and coordination among all various Swiss medical faculties and schools, as well as with other institutions being involved or interested in medical education, promoting and sharing best practices and resources to enhance medical education. By fulfilling these roles, SMIFK-CIMS helps maintain high standards of medical training and education in Switzerland, ultimately contributing to the quality of healthcare in Switzerland.

Our Members


SMIFK-CIMS includes voting members who represent the medical faculties and medical schools of Switzerland as well as organizations involved in longitudinal education from pre- to postgraduate studies. They are integral to the decision-making processes and ensure that the perspectives and needs across institutions are adequately represented. Their votes help shape policies and standards that govern medical education, ensuring that all faculties and schools adhere to uniform guidelines.

The Federal Office of Public Health (FOPH/BAG/OFSP) is Switzerland’s national authority responsible for public health policy, disease prevention, and healthcare system regulation. It operates under the Federal Department of Home Affairs (FDHA) and ensures that the Swiss population has access to high-quality healthcare while promoting health and well-being.

Public Health Policy and Disease Prevention

  • Develops and implements national health strategies for disease prevention, health promotion, and pandemic preparedness.

Health Professions Regulation

  • Regulates medical professions, health professions and psychology professions to ensure quality of training and healthcare services.
  • Assesses and recognizes foreign diplomas and postgraduate titles for medical professions (MEBEKO, cf. below) and psychology professions (PsyKo).
  • Maintains and develops registers for medical professions (MedReg) and psychology professions (PsyReg) and provides statistical data analysis.

Environmental and Occupational Health

  • Develops policies on radiation protection, chemical safety, and air pollution control to prevent environmental health risks.
  • Oversees workplace health and safety measures to protect employees from occupational hazards.

International Collaboration in Health

  • Represents Switzerland in global health organizations, such as the World Health Organization (WHO) and the European Centre for Disease Prevention and Control (ECDC).
  • Engages in bilateral and multilateral health agreements to improve disease prevention and healthcare cooperation.

The Medical Professions Commission (MEBEKO) is the authority within the Federal Office of Public Health (FOPH) responsible for the recognition of foreign medical qualifications and the regulation of medical professions under the Medical Professions Act (MedBG).

Recognition of Foreign Qualifications

  • Assesses and recognizes foreign diplomas and postgraduate titles in medicine, dentistry, pharmacy, and veterinary medicine from EU and EFTA members States and from UK.
  • Registers these diplomas from third countries. Holders of a diploma in chiropractic must first obtain 60 ECTS credits and sit the federal examination to obtain the corresponding federal diploma.
  • Issues recognition decisions based on national standards and EU equivalency agreements with the EU (AFMP), with the EFTA members States and with the UK.
  • Maintains official registries of recognized healthcare professionals practicing in Switzerland.

Regulation and Oversight

  • Ensures compliance with professional requirements and quality standards for medical professions.
  • Cooperates with cantonal authorities and professional organizations to ensure uniform implementation of recognition and licensing procedures.

Policy and International Cooperation

  • Supports the development of legal frameworks concerning the recognition of foreign medical training.
  • Represents Switzerland in international working groups and ensures compatibility with EU directives in professional recognition.

MEBEKO plays a crucial role in maintaining the integrity and quality of the Swiss medical workforce by ensuring that only qualified medical professionals are authorized to practice in Switzerland.

The Swiss Institute for Postgraduate and Further Education in Medicine (SIWF/ISFM) is the Swiss institution responsible for postgraduate medical education and continuous professional development for physicians. It oversees the organization, regulation, and advancement of medical specialization and ongoing education in Switzerland.
 

  • Development and approval of postgraduate medical education standards: The institute sets requirements for specialist training, including curriculum guidelines, certification criteria, and accreditation of training institutions.

The Swiss Medical Students' Association (swimsa) represents medical students across Switzerland and promotes medical education, public health engagement, and international exchange. It acts as a national platform for advocacy, student representation, and community involvement.

The Swiss Armed Forces Medical Services are responsible for providing medical support to the Swiss military, ensuring the health and operational readiness of service members, and subsidiary operations for national disaster and emergency response efforts.

Swiss Armed Forces Medical Services

  • Provides preventive and emergency care to military personnel, ensuring health and readiness through screenings, vaccinations, and fitness assessments.
  • Operates medical treatment facilities to support military operations and exercises.
  • Supports civilian healthcare during emergencies, pandemics, or natural disasters by collaborating with Swiss hospitals and with the government on crisis response.

Centre of Competence for Military and Disaster Medicine

  • The Centre of Competence for Military Disaster Medicine (Cen Com MDM) defines education, further education and continuous professional development in military and disaster medicine (MDM). 
  • Optimises the coordination of study time and military service.
  • Prepares military medical personnel (physicians, dentists with a focus on oral surgery and pharmacists) to handle combat injuries, trauma care and disaster response.
  • Ensures accreditation of military medical education, further education and continuous professional development within the civilian education system.
  • Promotes and coordinates research in MDM.
  • Supports military medical personnel in academic theses and research projects in MDM.
  • Funds research projects in MDM in cooperation with Swiss universities and university hospitals.

The Swiss Medical Association (FMH) (Foederatio Medicorum Helveticorum) is the umbrella organization representing physicians in Switzerland. It plays a key role in shaping healthcare policies, regulating medical education and professional standards, and advocating for the interests of Swiss doctors.
 

  • Representation of Swiss physicians: FMH acts as the main professional organization for doctors in Switzerland, representing their interests at both national and international levels.
  • Regulation of medical education and training: It oversees postgraduate and continuous medical education through the Swiss Institute for Postgraduate and Further Education in Medicine (SIWF/ISFM), ensuring high standards of medical training.
  • Professional ethics and standards: FMH establishes ethical guidelines and professional conduct rules for physicians practicing in Switzerland.
  • Healthcare policy and advocacy: It works with Swiss authorities and healthcare institutions to shape medical regulations, healthcare policies, and reimbursement structures.

The Association of Swiss Junior Doctors and Consultants (vsao/asmac) is the professional organization representing junior and senior hospital doctors in Switzerland. It is dedicated to improving working conditions, protecting labor rights, and supporting career development in the medical profession.

Representation and Advocacy

  • Represents Junior Doctors and Consultants in political, legal, and institutional negotiations.
  • Advocates for fair working hours, appropriate compensation, and a healthy work-life balance.

Legal Support and Consultation

  • Provides members with legal advice and representation in employment-related matters.
  • Offers shift and roster consulting for hospitals and clinics.

Career Support and Education

  • Offers information on career planning, postgraduate education, and specialization pathways.
  • Organizes courses and seminars on employment law, leadership, and workplace conflict resolution.

Policy Engagement and Healthcare Development

  • Contributes to national debates on healthcare system reforms and working conditions in hospitals.
  • Works with FMH and other stakeholders to improve training frameworks and medical workforce planning.

vsao/asmac plays a vital role in protecting the interests of hospital-based physicians and ensuring fair, supportive, and forward-looking employment conditions in Switzerland’s healthcare sector.

In addition to voting members, SMIFK-CIMS also comprises representatives of institutions with relevance for longitudinal medical education, but without voting rights. Among them are the president of the national exam commission in human medicine, a representative of swissuniversities, members of university faculties of natural sciences, and the dean of the University of Neuchâtel – which is represented among the universities displayed above, albeit without voting rights – as well as a representative of the Swiss Conference of Cantonal Ministers of Education (EDK-CDIP), and other experts in medical education in Switzerland (i.e. Institute of Medical Education IML Bern). These non-voting members provide valuable insights and perspectives from various sectors related to medical education and healthcare. While they do not participate in voting, their contributions are crucial for comprehensive discussions and informed decision-making, ensuring that the policies and standards developed by SMIFK-CIMS are well-rounded and consider the interests of stakeholders involved in the medical ecosystem in Switzerland.

Additional experts and guests are invited according to topics with current relevance to medical education (i.e. catastrophic medicine, epidemiological topics, digitalization or sustainability, integration of primary health care).
